Ah, I see I forgot to write that.
But no. The 3 extra abilities (Intel, ninja sense and just the wind) are gained in special cases as a kind of reward for doing "side quests" while on main missions, or as part of the main mission reward. There are no limit to how many of these special abilities you can have (and there are others than those 3 to be discovered) but they are fire and forget kind of powers. As in you do not know when you will regain them.

One example could be that you free a caged cat at some point, and it could give you a just the wind like power called just a cat. Where if you make noise you can send out the cat to "take the blame" but when used, the cat would then be gone...
