"Could you be a beneficial chief for your clan?"
Honestly, the answer to the Angel's question would always be "yes".
If there's no chief, the clan lacks leadership, and at least one character of the clan lacks the bonuses coming with the job.
So, if there's no chief around when being attacked, if would be beneficial to the clan if somebody were to be a chief, if only to get the bonuses for the chief during the fight.

That is not what he fell on though. He thought he could never have been a Chief, period.
You won't sleep when you're dead either.

Could/Would/Will are different questions.

The Angel asked "could", not "will" he be a beneficial chief.
He answered that he'll never be chief, thus answered the question on "will he be chief".

In the end it doesn't matter.
The angel now influenced the clan's story by chiefing him, and letting him escape.
She thought her chiefing him would be inconsequential, as she would kill him anyway.

I say the distinction would be between "could have been" and "could be". I'll fold however. English is not my native language.
