Yes, same Krulle and Drados. Complains explicitly said after he came back, that the angel Chiefed him. Chief just endorsed him for the role, and that carries a lot of weight.

Does it though? Last time who was chief mattered was back with Dies. And then only to signal to him that the person was dead. And putting him in the position where he had to reject the... position. The characters have expressed it is important, sure. But it was long since it held any consequence.

Well, since Chief was dead at that time, and the endorsement already happened before Chief's death, the clan having no chief as Duv's teller showed, means hat the hand-marking by Chief cannot have been a chiefing ceremony. At best an endorsement/nomination.

It could potentially be that the "official" ceremony that goblins feel is the important part is simply symbolic from the deity perspective. The goblins believe the marking is the symbolic portion, but the deity could view the marking as the actual portion of importance and might be the only portion actually required. Not saying that is the case, just a possibility.

Maybe "marking" or choosing someone to be chief is not enough to complete the ritual. Perhaps the designated goblin must also accept the nomination, and this is what will happen in the next panel to complete the ceremony and making him chief.

So I assume from that, that the check will take the status as seen by the Goblin God, Maglubiyet.
Hence, Chief cannot have performed a ceremony making Complains of Names the new chief..

Yes, Dies did meet nearly all the prerequisites to become the chief of his clan, he was only missing the last one: his permission. Duv begs him to "let" them make him the chief, but at the end of the day, it doesn't matter what they or their god wants if a goblin isn't willing to become chief. That's why they are so quick to try and kill him and move on after he says no, because there is no way to proceed.
